What is the ARP Act?

On August 11, 2021, Aveda Institute Portland did sign and return to the Department of Education the required Proprietary Institution Certification Form and the assurance that the institution intends to use all of the funds received under the ARP to provide Emergency Financial Aid Grants to students.  

The total amount of funds that the institution will receive or has received from the Department pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Students is $173,424.00.  

The total amount of Emergency Financial Aid Grants distributed to students under the ARP (a)(4) program as of January 31, 2022 is $173,721.00.  

The estimated total number of students at the institution eligible to receive Emergency Financial Aid Grants to students under the ARP (a)(4) program is 212. The total number of students who have received an Emergency Financial Aid Grant to students under the ARP (a)(4) program as of January 31, 2022 is 173.  

The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under the ARP (a)(4) program is as follows:  

Policy and Procedure for distribution of ARP Funds 

Round 1 - December 2021 

American Rescue Plan Act of 2021 (“ARP”) funds are intended to mitigate the negative impact of the pandemic on students’ educational attainment and to cover student expenses for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care) or childcare. These funds are distributed in the form of Emergency Financial Aid Grants to students and are designed to ensure learning continues during the COVID-19 pandemic. These grants do not need to be repaid. 

The ARP Grant Application will be available beginning December 1, 2021. Applications may be submitted only once and are processed on a first-come, first-serve basis. Submission of application does not mean you will be awarded. 

Application deadline is December 31, 2021 at midnight. All enrolled and currently attending students who began training before December 1, 2021 are eligible to apply. Students who are on an approved leave of absence are eligible to apply. Students who were in attendance at any time during the period of March 13, 2020 through December 1, 2021 and owe a current balance to Aveda Institute Portland that is preventing them from completing their program or having their transcripts released to enable them to gain licensure are eligible to apply. 

A maximum award amount of $1,095.00 has been determined based on the amount of funding allocated to the institution and the expected number of eligible students. 

Award determination will be based on the student’s amount of unmet financial need as presented in the application and if available the current 21/22 Federal Pell grant eligibility. If a requested award amount is greater than the maximum award amount the award determination will be based on the maximum award amount. 

A first round of grant award disbursements will be issued based on this policy and procedure. If funding remains after the first round of disbursements, then a second round of application and grant funding may be possible. Students will be notified if a second round of funding is determined to be possible. 

Eligibility for Emergency Financial Aid Grants will be determined by the administration of the institute by following these guidelines: 

• First Tier – the first step to determine eligibility is for the student to apply using the link at avedapdx.com/cares.  
• Second Tier – the second step to determine eligibility is to review the student’s FAFSA to prioritize Pell eligible students. These students will have their award amounts determined first. 
• Third Tier - the third step to determine eligibility is to review the student’s Expected Family Contribution (EFC) from the 2021/2022 FAFSA. If no 2021/2022 FAFSA is present, the previous year will be reviewed. Full Pell grant eligible students with an EFC of 0 will be eligible for up to 100% of the maximum award. Partial Pell grant eligible students will be eligible for awarding based on the following scale: 

If a student is not Pell grant eligible, they may still be eligible for a grant award. If an application establishes that a student’s financial situation is currently significantly different (due to areas of increased emergency expenses experienced due to COVID-19) than the FAFSA reflects or if a student does not have a FAFSA on file, then the student may be eligible for awarding based on the following scale:

This information has also been issued directly to students via emails and virtual school meetings as well as postings to online learning portals. 

Students who have selected Tuition/School Fees as an area of emergency expenses will be contacted to determine if they would like to have their grant funds applied to their current outstanding account balance. If a student would like to do so, then a separate written consent form will be required. Students are advised that there is no condition of continued or future enrollment to receive these grant funds. Students are not required under any circumstances to consent to use their emergency financial aid grant to satisfy their outstanding account balance as a condition to receive such funds.

What is the CRRSAA Act?

On February 19, 2021, Aveda Institute Portland did sign and return to the Department of Education a Certification and Agreement and the assurance that the institution intends to use all of the funds received under Section 314(c)(3) of the CRRSAA to provide Emergency Financial Aid Grants to students.  

The total amount of funds that the institution will receive or has received from the Department pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Students is $287,461.00.  

The total amount of Emergency Financial Aid Grants distributed to students under Section 314(c)(3) of the CRRSAA as of September 30, 2021 is $287,461.00. 

The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 314(1)(a) of the CRRSAA is 285. The total number of students who have received an Emergency Financial Aid Grant to students under Section 314(1)(a) of the CRRSAA as of September 30, 2021 is 166.

Award determination will be based on the student’s current 20/21 Federal Pell grant eligibility and the amount of unmet financial need as presented in the application. If a requested award amount is greater than the maximum award amount the award determination will be based on the maximum award amount.

A first round of grant award disbursements will be issued based on this policy and procedure. If funding remains after the first round of disbursements, then a second round of application and grant funding may be possible. Students will be notified if a second round of funding is determined to be possible.

On April 13, 2020, Aveda Institute Portland did sign and return to the Department of Education a Certification and Agreement and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

The total amount of funds that the institution will receive or has received from the Department pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Students is $230,555.00.

The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act as of the September 30, 2020 is $230,555.95.

The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act is 283.

Coronavirus Aid, Relief, and Economic Security Act (“CARES Act”) funds are intended to cover student expenses related to disruption of campus operations due to COVID‐19 in the form of Emergency Financial Aid Grants to students. These funds are designed to keep students in school, preventing them from dropping out due to a COVID‐19 related short‐term financial crisis. These grants do not need to be repaid. Examples of permissible uses include grants to cover student food, housing, course materials, healthcare and childcare and to secure technology, whether equipment or access (e.g., internet costs).

Applications for Emergency Financial Aid Grants may be submitted only once and are processed on a firstcome, first‐serve basis. Application deadline is June 20, 2020 at midnight. Funds are limited so in order to qualify you will need to demonstrate that you have a current financial emergency that impacts your ability to succeed at Aveda Institute Portland. All enrolled and currently attending Title IV eligible students who began training before July 1, 2020 are eligible to apply. Students who are on an approved leave of absence due to the COVID‐19 emergency are eligible to apply.

Submission of application does not mean the student will be awarded. Students must have a complete 2019/2020 or 2020/2021 FAFSA on file to be eligible for CARES Act Funds.

A maximum award amount of $890.00 has been determined based on the amount of funding allocated to the institution and the number of Title IV eligible students currently attending or on an approved leave of absence due to COVID‐19.

Award determination will be based on the amount of unmet financial need as presented in the application. If a requested award amount is greater than the maximum award amount the award determination will be based on the maximum award amount.

The third round of grant award disbursements will be issued based on this policy and procedure. All funds will be expended after the third round of disbursements; therefore, a fourth round of application and grant funding will not be possible.
